Mass protest against China’s claim

ITANAGAR, Apr 24: The All Arunachal Pradesh Students' Union (AAPSU) staged a protest rally on Monday morning to send out a clear cut message to China that Arunachal is, was and will always remain an integral part of India.

Heavy downpour could not dissuade hundreds of students and youths who took to the streets early morning to participate in the protest rally that was organized against the Chinese government's move to "standardise" official names of six places in Arunachal.

Students and protesters shouting slogans of "khoon bhi denge jaan bhi denge, desh ki mitti kabhi nahi denge" (We will give our blood and life as well but in no way give away our land), "Bharat Mata ki jai" and carrying placards and banners walked all the way from Aakashdeep to Indira Gandhi Park, where the rally culminated.

The protesters also burnt the effigy of Chinese President Xi Jinping to mark the protest.

Addressing reporters, AAPSU President Hawa Bagang condemned Beijing's move to rename six places in the state, and said that China is unnecessarily interfering in the internal affairs of a sovereign state like India.

"We are not Chinese, nor were we one ever. Arunachalees are patriotic people and hardcore Indians. We speak Hindi here not Chinese," said Bagang further calling upon the Central government to act tough on the issue.

"The Center should take this claim made by China seriously and come out with an early solution. At the same time, even the state government should be vocal on this subject," he added.

Also taking a dig at Chief Minister Pema Khandu-led state government for keeping mum on the issue, Bagang said, "We need a good teacher to lead us. A strong leadership is the need of the hour. Our political leaders are only after money and are not at all concerned about the real issues."

AAPSU, the apex student's organisation of the state was also of the opinion that both the state and central governments should work together to solve the stapled visa issue which has been a long felt demand of the Union and citizens of Arunachal.

China had on April 19 last announced that it has "standardised" official names for six places in Arunachal Pradesh and termed the provocative move a "legitimate action". This happened a few days after Beijing lodged strong protests with India over the Dalai Lama's visit to the frontier state.

 

 

 

Construction of SLHP will be on track: Assam, Arunachal assure centre

NEW DELHI, Apr 24: The chief ministers of both Assam and Arunachal Pradesh have assured Union Power Minister, Piyush Goyal to put the construction of 2000 MW Subansiri Lower Hydroelectric Project (SLHP) back on track without any further delay.

The assurance was given to the Union Minister by the chief ministers of both the states in a meeting convened on Monday to review issues relating to Power and Hydro Power Development of Arunachal Pradesh, according to a release of the Arunachal Pradesh CMO.

Reiterating his stand over Lower Subansiri Project, Arunachal Pradesh Chief Minister Pema Khandu said that the project remained stuck for a long time. The people of Arunachal Pradesh have great expectations from this project, which will be the first step in realizing the hydro dream of the state, Pema said.

When Pema raised the issue of fast tracking the Khuppi-Bomdila-Tawang 132 KV Transmission Line and Bomdila-Kalaktang 132 KV Transmission Line, the Union Minister directed the CMD Power Grid Corporation of India Ltd (PGCIL) to start implementation of work of this line in the next few months.

The Chief Minister also raised the issue of providing local employment to the youth of Arunachal Pradesh in Hydro Power Project being implemented by the NEEPCO, to which the Union Minister directed CMD NEEPCO to visit the state and discuss with the Chief Minister the demands of local youth for employment.

The Chief Minister further raised the issue of establishing a Centre of Hydro Power Excellence to build local engineering capabilities for project preparation.

According to the release, the Union Minister agreed to support this project and house it in NERIST. The Union Minister also impressed upon the need for 100 percent consumer metering to cut down losses and even offered to finance this initiative completely.

Informing that Kameng (600 MW) and Pare (110 MW) hydropower projects are scheduled to be commissioned this year, Pema requested Goyal to firmly advise the NEEPCO to complete these two projects this year itself, without any further delay.

Apparently, Kameng has been projected for January 2018 completion and Pare by December 2017.

"NEEPCO authorities are indicating slippage of timeline again by a few months", Pema said while urging the Union Minister to issue a firm direction to the PSU to respect the deadline and time frame.

Requesting the ministry to expedite the proposal of Rs 83.32 crores, which has been submitted for gap funding of incomplete projects under PM packaged in border villages totalling to nearly 30 MW capacity and for financial support of Rs 580.89 crores submitted to MNRE for 64 micro, mini and small hydro projects with a capacity of 27.7 MW, Pema justified that these proposals are meant for border village illumination and therefore need to be accorded positive priority.

Arunachal Pradesh State Assembly Speaker T N Thongdok and Commissioner Power Ashish Kundra accompanied the CM during the meeting.

 

 

 

Capital prepares for monsoon, bans earth cutting

ITANAGAR, Apr 24: The Capital District Administration has banned earth cutting for the next three months in the district.

'Earth cutting along the national highway NH-415 and other sectoral roads cause blocking of roads and choking of drainages, causing huge miseries and inconvenience to the public and also endangering the life and properties of public, therefore, District Administration has issued 144 Cr PC for banning the earth cutting in the Capital Complex for three months starting April 24', said an official statement.

This decision was taken on Monday taking cognizance of various reports and inconvenience caused due to monsoon rain issues, such as rampant earth cutting going on Itanagar, Naharlagun, Nirjuli and Banderdewa, during a meeting called by District Magistrate of Itanagar-Capital Complex, Prince Dhawan to take stock of monsoon preparedness.

He directed all the administrative officers of Itanagar, Naharlagun and Banderdewa to strictly act against illegal earth cutters and also to create awareness among the residents dwelling near low lying areas, rivers, rivulets, streams and gorges during the monsoon season.

Further, all the departments have been directed to gear up for the monsoon and be prepared for any eventuality.

In order to prevent flooding of National Highway NH-415, sectoral roads, PWDs (Itanagar, Naharlagun & Nirjuli) have been directed to clear all the chocked drains and ensure free flow of rain water. The DFCSO and DMO have also been directed to maintain sufficient stock of essential commodities and medicines throughout the monsoon season, while the Power Department has been requested to ensure proper electricity connection and to remove fault and defective, or unauthorized connections.

The Deputy Commissioner also highlighted that toll free no. 1077 shall be operationalised very shortly in the Emergency Operation Center (EOC), ICC and Quick Response Team of SDRF will be ready 24X7. Until the toll free number is operationlised, citizens may call on 9436415828/ 8794765727 for any disaster related matters.

Citing that the unplanned dumping of debris/garbage leads to flooding or chocking of drains, the Deputy Commissioner instructed the Chief Municipal Executive Officer to start issuing challans to people who carelessly dump debris/garbage into drains. (DIPRO)

 

 

 

Governor, CM convey Moh Mol and Gumkum Gumpa greetings

ITANAGAR, Apr 24: Arunachal Pradesh Governor, P B Acharya and Chief Minsiter Pema Khandu conveyed their greetings and good wishes to the people of the state in general and to the Tangsa Tribe in particular, on the occasion of Moh Mol.

The Governor expressed hope that the festival of the Tangsa community of Changlang district would usher in peace, communal harmony and prosperity for all.  

"Moh-Mol signifies the end of an agricultural activity or beginning of crop season. Since time immemorial, our proud Tangsa brethrens have maintained the continuity of the age-old tradition and have as always, observed this festival with great joy", the Governor said in his message.

"On this festive occasion, joining our Tangsa community, I offer my prayers for bumper harvest, wealth and for longevity of the Nong culture", the Governor added.

He also greeted the Puroik community on the occasion of Gumkum Gumpa and said that festivals are an important part and parcel of the people, particularly the tribal communities.

It showcases their identity, traditions and cultural heritage, wherein they share and celebrate the occasion. I hope that the festivity of Gumkum-Gumpa will help in preserving the ethnic identity of the Puroik community and also to strive towards development and prosperity, the Governor said.

Meanwhile, Chief Minister Pema Khandu also conveyed his greetings on the occasion of Moh Mol and Gumkum-Gumpa festivals.

'I wish my Tangsa brothers and sisters on the joyous occasion of Moh Mol that marks the end of sowing season and the end of toil and labour in the fields. I join you all on this joyous beginning of a fresh season and a time for merriment with great zeal and enthusiasm,' Khandu said in his message.

Khandu also prayed for the departed souls as per tradition of Moh Mol and expressed gratitude to them for passing on the rich cultural heritage of the Tangsas to the next generation.

In another message, the Chief Minister congratulated members of the Puroik community for celebrating Gumkum Gumpa festival with fanfare centrally since 1979 in the month of April every year that symbolically marked collective settlement of the community hitherto known for migrating from one place to other.

'On Gumkum Gumpa, I reassure that no matter how large or small a community is, the government will treat all equally and see to it that fruits of development is equitably distributed to each community, tribe and district,' Khandu added. (PRO to Governor/CMO)

 

 

 

Improve efficiency of the Power Department: Taga

ITANAGAR, Apr 24: Minister for Power & Non-Conventional Energy Resource (NCER) Tamiyo Taga stressed on the need to improve the efficiency of the Power Department and its manpower as even a moment's failure in power supply can cause a lot of distress and inconvenience to the public.

He said this while reviewing the activities of the Department of Power and NCER during the Annual Review Meeting on Monday.

Presentations were given on IPDS, R-APDRP and revenue matters titled '24X7: Power for all', on the state power scenario on 'Comprehensive Scheme & Transmission Plan' and DDUGJY. Area wise activities and issues were also highlighted for the different circles by the superintending engineers.

Taga also stressed on giving due importance to the State Load Dispatch Centre (SLDC) and Electrical Inspectorate branches of the department by creating posts and employing trained personnel who could play vital role in regulating and monitoring the power grids in the state level.

He said that it is imperative that checks should be conducted so that the achievements on paper of rural electrification in villages is reflected in reality as people had pinned their hopes on the department. The minister also appreciated the success of the pre-paid meter system and put forward a suggestion to replicate it throughout the state to improve billing efficiency and increase in revenue collection.

Parliamentary Secretary (Power) Thangwang Wangham said that the Department of Power is vital in the government's thrust towards e-governance and shift to paperless office. Wangham also appealed to all to create a sense of belonging, oneness and improve the work culture in the department and serve the masses.

Chief Engineer, Anong Perme said that the Power Department should have right infrastructure for the equitable distribution of electricity to reach the masses and satisfy the needs of all.  

Among others, chief engineers, superintending engineers, executive engineers and officers of the department were present in the meeting. (DIPR)

 

 

 

SAI DG assures Rs 15 cr. for badminton academy

SAA seeks Rijiju’s intervention for development of sports in Arunachal

ITANAGAR, Apr 24: Director General (DG) of Sports Authority of India (SAI) Injeti Srinivas has assured Rs 15 crore for construction of SAI-Dorjee Khandu Badminton Academy in the state.

The SAI DG assured the amount, when a delegation of the Sports Authority of Arunachal (SAA), led by its Chairman Bamang Tago met him in New Delhi and sought financial assistance for taking up sports related infrastructure development activities in the state.

Besides the badminton academy, the delegation also urged the SAI DG for setting up a SAI Centre each at Rakap (Itanagar) and Miao, upgrading the present SAI Special Area Game Centre at Naharlagun and shifting it to Sopo village, and providing 11 coaches for the Government Sangay Lhaden Sports Academy at Chimpu.

"Unlike other states, Arunachal Pradesh faces several challenges, including the fact that a number of youths are prone to be lured away by unwanted anti-social elements, which are active due to the state's proximity with countries and groups hostile to India. Hence, managing and regulating games and sports is a way forward to channelize the youth force in the right perspective," Tago pointed out before the Director             General of SAI.

Development of games and sports was one of the major focus areas of the centre and state governments led by Prime Minister Narendra Modi and Chief Minister Pema Khandu respectively, with a mission called "Sports for all", to explore hidden talents by providing regular coaching and exposure to compete at national and international levels, the SAA Chairman said.

After patient hearing, the Director General of SAI agreed to depute Executive Director (Finance & Operations), Hira Ballabh and  Regional Director, SAI, Guwahati, Subhash Basumatary to Arunachal Pradesh within 15 days to assess the ground situation for early consideration of the proposals put forward by the SAA delegation.

Earlier, the SAA delegation led by its Chairman Tago called on Union Minister of State for Home Kiren Rijiju on Saturday and sought his personal intervention for all-round development of games and sports in the frontier state.

Responding to the request of the visiting delegation, Rijiju assured them of extending all possible support.

The delegation during its study tour also visited Mizoram, Telangana (Hyderabad), Gujarat and Delhi, where officials of the respective states shared their experiences in managing and regulating for development of sports.

The team visited the indoor and outdoor stadia of those states, including the Gopichand Badminton Academy and interacted with P V Sindhu, S Srikhan and other eminent coaches.

Tago was accompanied by his Vice Chairman G Doke, Director Sports, Tadar Appa, Member Secretary, SAA, Gumnia Karbak and Assistant Director & Youth Affairs Karbia Dodum.

 

 

 

Arunachal achieves 87.12% sanitation: CE

ITANAGAR, Apr 24: Making a  presentation during  a departmental review meeting of Swachh Bharat Mission (SBM) on Monday, Chief Engineer (Sanitation), Toko Jyoti said that Arunachal has achieved 87.12 percent sanitation coverage; standing 7th in position at the national level.

As per Base Line Survey, Arunachal has total target of 1,75,924 Individual Household Latrines (IHHL), out of which 1,53,266 IHHLs have been achieved till March 31, 2017.  The task is highly challenging, particularly because of the existence of defunct and unsanitary toilets and emergence of new households in all the districts beyond the provisions of the Project Implementation Plan (PIP) conceived on the basis of Base Line Survey, conducted during the year 2012.

Attending the meeting, PHE&WS Minister Bamang Felix urged the department officials to build up the interest of the public to build toilets by themselves even after completion of the mission. Felix announced to initiate "Swachh Jan Andolan" in Arunachal to recognize and award those individuals, NGOs or organizations that are dedicated towards achieving Open Defecation Free (ODF) status.

He also announced to give suitable awards to such individuals and organizations.

In case of geo tagging/ photograph uploading of IHHLs, Arunachal ranks 6th with 52.57 percent in comparison to national average of 33 percent. Since 2nd Oct, 2014, total of 72,179 toilets have been constructed, out of which 37,943 have been geo tagged and photographs have been uploaded. Towards achieving Open Defecation Free, it was shown that 1,818 villages, 490 Gram Panchayats and 5 blocks have declared themselves as ODF, informed the PHE&WS Department.

Chief Engineer Jyoti also informed that the Ministry has decided to introduce Direct Benefit Transfer (DBT), that is, to make payment directly online to the beneficiaries' bank accounts. This is to bring accountability and transparency and to make cashless transaction.

He also urged the PHE&WS officials to evolve a road map and strategies to achieve ODF by 2018; one year ahead of the target year, which is 2nd October, 2019.

Each division highlighted their achievements and issues related to implementation of SBM (G) programme through power point presentations.

Further, the department also welcomed newly appointed Zilla Swachh Bharat Preraks  by the Ministry of Drinking and Water Sanitation, GoI for West Siang, Kurung Kumey, Papum Pare and Anjaw districts. Zilla Preraks addressed the officials and gave power point presentations on sustainability of IHHL and provided feedback on state's present scenario. Chief Engineer (E/Z) Tomo Basar also gave suggestions and feedback.

PHE Commissioner, H K Shalla expressed his satisfaction over the improvement of the performance of the department and suggested sorting out all the issues of IMIS and DBT. Tagong Ketan, CE (D&P), along with SEs, EEs, AEs, JEs and consultants of various divisions attended the meeting.

 

 

 

National Panchayat Day of India observed across state

ITANAGAR, Apr 24: The National Panchayat Day of India was observed at various districts of the state. The Day is observed on April 24 annually to commemorate the powers and functions bestowed to the Panchayats through the 73rd amendment of the Constitution of India.

At Itanagar, Rural Development and Panchayati Raj Minister Alo Libang called upon the Panchayat leaders and members to acquaint themselves with their roles and responsibilities to strengthen the Panchayati Raj Institutions (PRIs).

Libang called for a strong and vibrant Panchayati Raj system in the state, for which, he assured his all support. He also shared his experience as a Panchayat leader and the steps he had taken for ensuring a stronger PR system in the state.

The minister assured Panchayat leaders that necessary consultations will be made on different issues to strengthen PR bodies. He also felt the need of recognizing the best performing Panchayats in the state and assured to take up the matter for instituting State Level Awards in line with National Panchayat Awards. The minister also gave away the district awards for best performing Anchal Samiti and Gram Panchayats of Papum Pare.

At Anini, the day was celebrated in the office of the Deputy Commissioner, Anini on Monday, where DC, Tamune Miso stressed on the need for cooperation between Panchayat leaders and government functionaries leading to proper selection of beneficiaries and equal distribution of benefits of government schemes and programmes.

DPDO (CO), Julity Mihu briefed on the history of Panchayati Raj in India as well as Arunachal Pradesh and the 73rd amendment of Constitution of India.  He also called onto the elected leaders to work for sustainable human and ecological development for society to progress. Later, a meeting was held to discuss creation of a new Anchal Samiti segment by bifurcating Anini-Mipi-Aliney Panchayat Samiti.

At Yingkiong, a day-long programme was organized at Multipurpose Tourist Complex which saw the participation of all stakeholders, including DC, Remo Kamki, DPDO, A Pertin, ZPM, Bading Teng, S W Bayang from SIRDA, Itanagar, HoDs and Panchayat members from various Gram Panchayats.

During the programme, role of Panchayat leaders, their powers and functions and their involvement in the developmental process were discussed.

In Pangin, Sinag ZPC Opung Jerang urged for close co-ordination and cooperation among the PRI members to achieve development at the grass-root level in the true sense. She also stressed on the need for active involvement and participation of women in various flagship programmes of the government.

ADC Pangin-cum-DPDO Tamik Talom fervently called on the members present to render all possible help and assistance in eradicating the practice of women ZPMs, ASMs and GPMs acting as proxy for their husbands and acting under their undue influence. He asserted that a woman elected on reserve quota should represent her post and not her husband.

On the occasion, Deputy Director Agriculture Baleng Mengu and CCO Indira Riba also informed of government schemes and digital payments methods.

At Pasighat, East Siang ZPC Kaling Dai called upon the PRI leaders to work in close coordination and take up public grievances before the authority.

District Panchayat Development Officer, Oling Perme (Tayeng) and Member Secretary Rosalin Pertin urged the leaders to submit need-based schemes and project proposals in time.

The West Kameng unit of Bharatiya Janata Party unit also observed the day at its party office in Bomdila.

 

 

 

BRO mends 51 year old Bailey bridge over Sippi River

DAPORIJO, Apr 24: An old existing Bailey bridge at Sippi River, on the Daporijo-Taliha road has been repaired by the 77 RCC, under the aegis of 23 BRTF/ CE (P) Arunank.

The important bridge was originally constructed in 1966 and had undergone several repair works to be able to sustain the present load of traffic operating through it.

The condition of the bridge had deteriorated and had become more or less unusable for the sustained traffic operating on Daporijo-Taliha road, which is the single axis for the villages located ahead, till Limeking and beyond, said a BRO release.

The BRTF commenced the rehabilitation of the 190 feet bridge in the first week of April which has now been opened to the local traffic on April 24.   

During the execution of the rehabilitation work, it was found that the deterioration of the subject bridge was much more than anticipated and this posed a real challenge for 77 RCC/ 23 BRTF, which was overcome mainly due to the undeterred spirit of the GREF personnel deployed for the task. Undeterred by the vagaries of weather, difficult terrain, very low availability of, skilled labour for the execution, personnel of 77 RCC with local construction workers from nearby villages took up this challenge. The bridge had to be rehabilitated using certain innovative methods due to the peculiarities of the site, said a statement.

 

 

 

Bomdila to Tawang road within 2017-18: BRO

ITANAGAR, Apr 24: "The surfacing of road from Bomdila to Tawang will be completed in all respect by 2017-18", informed Director General of Border Roads Lieutenant General S K Shrivastava in a meeting with Speaker Arunachal Legislative Assembly T N Thongdok.

The DG urged the Speaker to assist the BRO in solving certain local problems at Khet village in Tawang and also for early administrative approval for construction of work on Dirang by-pass.

The road from Shergaon via Morshing, Mandala Phudung, Nagazizi (western axis) will be taken up on priority by BRO, where 18 km of road has already been taken from Mandala Phudung towards Morshing, the DG said.

Earlier, the Speaker had a detailed discussion with the DG regarding realignment of OKSRT road from Angkaling to Ghai ghat (42 Km), proposed construction of tunnel to Sela by-pass; construction of western axis from Shergaon to Tawang via Morshing, Mandala Phudung, Nagazizi; improvement of Bomdila- Tawang road and many other issues pertaining to roads and bridges under the BRO.

On re- alignment of the OKSRT road, the DG requested the Speaker to take up the matter with the concerned union ministries. Accordingly, it was informed that the Speaker apprised Chief Minister Pema Khandu and Union Minister of State for Home Affairs at New Delhi.

 

 

 

Village road sub-standard, alleges Society

ITANAGAR, Apr 24: In a meeting of the Kebo-Gambo Welfare Society (KGWS) held at Kaying on April 14 last, the members strongly raised the issue of alleged sub-standard quality of PMGSY road construction work from Bogne to Kerang-I village and appealed to the Siang Deputy Commissioner and Kaying EAC to initiate thorough inspection of the said project and take appropriate action soon.

The KGWS also adopted nine-point resolutions for further submission to the GoAP. The resolutions included selection of suitable land for establishment of RWD division and Power Sub-Division offices at Kaying town; proper implementation of the Bogne-Kerang Handloom Cluster Project and various development activities, besides immediate functioning of Kaying ADC by upgrading infrastructure and road connectivity from Kerang-I to Paksing-Pagak via Maging area, etc.

 

 

 

Association rejects IMC councilor, DA’s statement

ITANAGAR, Apr 24:  The Capital Complex Commercial Building Owners Welfare Association (CCCBOWA) has in a meeting held on Sunday last, strongly objected to the recent press statement made by the Itanagar Municipal Council Councilor and district administration claiming that the people of Itanagar Capital Complex and project affected people of proposed four lanning of NH415 from Banderdewa to Chandranagar had agreed to the commissioning of the project.

Terming the IMC councilor and administration's claims as misleading, the Association said that the statement was released without the knowledge and consent of the actual land affected people.

It further appealed to the state government to provide adequate compensation to the project affected people in accordance with the provision of the Right to Fair Compensation and Transparency in Land Acquisition Rehabilitation and Resettlement Act, 2013.

While expressing resentment over the GoAP's alleged lackadaisical attitude against the demand for compensation, the Association decided that all shops and business establishments with exception of pharmacies of Itanagar and Banderdewa will down their shutters for 12 hours as a protest on April 27 next.

 

 

 

Hangpan Dada Memorial Trophy begins in Tezu

TEZU, Apr 24: The district level Hangpan Dada Memorial Football and Volleyball Tournament for men and women began at Jubilee Ground on Monday.

The opening match was played between Tezu Bazaar Football Club and Sunpura Midland Football Club, in which the former won by a huge margin of 10-1 goal.

In other matches of the day, Tamlanagar Football Club beat North East Football Club 6-1 and IGG College was defeated by Tafragam Football Club by solitary goal.

Two volleyball matches were also held for women on the first day.

Teluliang Crazy Girls and All Mishmi Students Union won their respective matches against ALC Line and Tafragam Women Volleyball Club.

The district level tournament will continue till April 28.

Minister for Animal Husbandry, Veterinary, Dairy Development Dr Mohesh Chai and MLA Dasanglu Pul attended the opening ceremony.

Addressing the participants, Dr Chai termed the tournament as a big and positive push towards utilising the latent energy of the youth. It is a huge opportunity for the players to showcase their talents, Chai said and advised the participants to maintain sportsman spirit throughout the competition.

 

 

 

Himanta Biswa Sarma appointed BAI President

LUCKNOW/ITANAGAR, Apr 24: Assam Badminton Association President and Minister Himanta Biswa Sarma was appointed Badminton Association of India's interim head during its executive council meeting in Lucknow on Sunday.

"We are very happy to announce that Himanta Biswa Sarma has been unanimously given the charge to become the acting president till the next elections in 2018," Anup Narang, BAI General Secretary and official spokesperson told PTI.

The post of president was left vacant after the sudden demise of former president Akhilesh Das Gupta and within a few days, Sarma emerged as the front-runner to become the interim head after he got support from the senior members of the association.

Meanwhile, Arunachal State Badminton Association Secretary Bamang Tago expressed hope that Sarma's appointment to the highest post of BAI will be boon for development of sports in North East. "He is the first person from North East to be appointed as President of BAI", Tago said.

‘Govt taking steps to develop MSMEs’

RUKSIN, Apr 24: State Commissioner of Industries, Textile and Handicraft, Tahang Taggu said that the state government has taken steps for development of Micro, Small and Medium Enterprises (MSME) even as it has taken up schemes for promotion of handloom and handicraft activities.

While opening a month-long entrepreneurship programme at Oyan village in East Siang district on Saturday, Taggu informed that the government, following instructions from the concerned union minister, forwarded scheme worth Rs 35 crore for sericulture development, which is waiting due recommendation of the Central Silk Board.

Taggu encouraged the participants to take up entrepreneurial activities to enhance rural economy.

"The government is all set to grant fund and other feedback to promote handloom and handicraft activities", he said.

Speaking on the weaving sector, the Commissioner said that the government was also planning to upgrade handloom weaving to power loom. He informed that out of 88 weaving units set up in the state, hardly 30 to 35 units are functioning, while the rest are lying defunct due to fund crunch.

"About Rs 4 crore has been sanctioned this year, which is annexed with another Rs 5 crore funds allocated under the Chief Minister's Textile Promotion Scheme for next financial year. The fund will be distributed in 20 districts as per demand", Taggu informed.

In all, 40 rural artisans and woman SHG members attended the training launch programme, which was followed by a technical session.

Resource persons, including IIE Coordinator Bitul Bora, Professor Nihar Jyoti Lahon and Professor Kabita Kaman, who are conducting the training hosted by M G Skill Development & Community Training Centre at Oyan, led by Marshal Jerang.

The training programme is organized by the Indian Institute of Entrepreneurship, Guwahati, in association with Silapathar Science College (Assam) and sponsored by the National Science Technology and Entrepreneurship Development Board.

 

 

 

State level Subroto Cup kicks off in Ziro

ZIRO, Apr 24: The 5th state level Subroto Mukherjee Cup football tournament began at Ziro on Monday.

In all, 14 teams from schools across the state will be vying for the top honour during the six-day tournament, which will be played at Hija and Tajang playgrounds. There will be eight matches played in a day.

Ziro-Hapoli MLA Tage Taki, who kicked off the tournament at Hija Ground, said physical strength and mental agility of players were basic requirements to win the game. He advised the players to practice yoga to improve mental agility and manage anger. He also advised the players to maintain sportsman spirit and use the opportunity to exchange ideas and techniques so that the state wins the Subroto trophy at the national level.

Joint Director of Secondary Education, Moto Nyori said that the tournament was a great opportunity for the participating players to show their playing skills. He also underscored the importance of maintaining discipline in everyday life to achieve success.

Deputy Commissioner In-Charge, Nending Chatung exhorted the players to play the game with true sportsman spirit and take back home the good memories of the tournament.

Three prominent former players of Lower Subansiri, Deputy Commandant (IRBN ), Lod Tabyo, Mudo Nikang and Toko Bak were also felicitated on the occasion.

Later, MLA Taki administered oath to the all the participating players.

Education Minister Honchum Ngamdam and Parliamentary Secretary (Education) also wished all the players and the managing committee a successful tournament over telephone.

Officials from the Directorate of Education, coaches and public leaders were present during the opening ceremony. (DIPRO)

 

 

 

Mein inspects construction in Namsai

NAMSAI, Apr 24: Deputy Chief Minister Chowna Mein visited the under construction Mini Secretariat building, Stadium Complex, Multipurpose Cultural Hall and New Staff Colony at Namsai on Monday.

Inspecting the nearly-complete Mini Secretariat building, the Deputy CM expressed his satisfaction over quality and progress of work being undertaken by the EE, PWD (executing agency), and further suggested shifting offices to the new District Secretariat building on total completion of civil work as per the given time frame.

Suggesting proper landscaping of the Secretariat complex and to make proper arrangements for parking, the Deputy CM also emphasized on total sanitation and beautification of entire Namsai district, for which he advised adequate plantation in all office premises, schools, and road sides and other suitable places in the district on each important day.

He also directed the EE PWD to frame an estimate to complete the remaining portion of boundary wall of the stadium ground for consideration of fund allocation.  

Parliamentary Secretary Planning, Chau Zignu Namchoom, ZPC Chaw K Munlang, ZPM Chow Mahajini Chowpoo, ADC B Talukdar, and all heads of departments accompanied Mein during the inspection.

 

 

 

District Planning Committee meeting held

PALIN, Apr 24:  A district planning committee meeting for finalization of schemes under 'My Village My Development Plan' of Kra Daadi district was held under the chair of DC-cum-Chief Executive Officer, Habung Donyi at Nyokum-Niya Hall, Palin on Friday last.

Addressing the participants, which included Zilla Parishad Chairperson, Rido Meena, District Panchayat Development Officer cum-ADC, Biaro Sorum, all Zilla Parishad members, Anchal Samiti chairpersons, member secretaries of six Panchayat blocks and HoDs, DPDO, Biaro Sorum explained that the meeting was convened to review and pass the annual (2016-17) and perspective (2015-2020) which is submitted in the district level from six member secretaries after having been discussed and opted from Gram Sabha and Anchal-level meetings.

All the member secretaries of six blocks, namely Palin, Yangte, Chambang, Gangte-Tarak Lengdi, Tali and Pipsorang presented the annual and perspective plans. The feasibilities and scopes of works of all the schemes were discussed in detail by the members of the house.

Zilla Chairperson, Rido Meena suggested the house to implement the schemes and bridge the critical backlog of the development in the grass-root level. She also exhorted the member secretaries to be proactive participants in the grass root level during work execution.

Deputy Commissioner, Habung Donyi suggested some measures for correct adoption of schemes in commensurate with the amount of fund and quantum of works. He also suggested creating durable assets and public utility services through the schemes which is funded by the 14th Finance Commission. (DIPRO)

 

 

 

Community dere inaugurated at Yeggo Village

AALO, Apr 24: Aalo East MLA and APEDA Chairman Jarkar Gamlin on Saturday last, inaugurated a semi- RCC Community Dere (hall) at Yeggo village on the occasion of Mopin festival celebration at Keak village.

 Addressing the gathering on the occasion, Gamlin said that a series of community deres were taken up in first and second phases under the SPA to meet the needs of the people by creating durable assets to avoid recurring expenditure in the sectors and villages under Aalo East.

On the occasion, Yeggo ASM, Gemar Padu submitted a memorandum to the MLA pertaining to issues, like water scarcity, construction of road, CC drain system and solar lights system at Yeggo village.   

Organizing Chairman, Gumjum Rime, Organizing Secretaries, Nyato Rike Lendo and Tanga Gamlin also spoke on the occasion. (DIPRO)

 

 

 

Skill development training programme

SANGRAM, Apr 24: A 25-day skill development training programme for unemployed youths of Kurung Kumey district, which started on March 30 last, ended at Sangram recently.

House wiring-cum-electrician course for boys and beautician course for women were organized by the Manghi Welfare Society, a local NGO, in which 35 young trainees took part.  

The valedictory programme was attended by Sangram GHSS Vice Principal, Tamchi Taniang, who opined that the skill development programme is one of the right platforms to reach out to the unemployed youths in the state.   

Earlier, Manghi Welfare Society, President Ngurang Tado advised the trainees to take full advantage of such skills and become self-reliant by using the training provided to them.

 

 

 

Youth guidance camp

CHONGKHAM, Apr 24: a youth guidance programme was organised by the Indian Army, under the aegis of Dao Division, Army Camp Innau at Diyun circle on April 20 last with an aim to guide youths for a better and secure future under its civil-military cooperation programme.

In order to encourage youths to join the Indian Army, the Innau Army camp also organised a felicitation ceremony at Government Secondary School, Innau, which was attended by CRPF personnel, school staff, gaon burahs and locals.

 

 

 

Army recruitment rally at Rupa

RUPA, Apr 24: Around 400 candidates, out of around 1500 have qualified for physical and medical tests during the four-day army recruitment rally held in Rupa from April 20 last.

The rally was conducted for recruitment of army men against 200 vacancies of various trades. The written test for final selection will be held on May 28 at Jorhat, informed Rupa SDO T R Tapu.

Colonel R K Singh from the Army Recruitment Office, Jorhat, who was the overall in-charge of the rally, informed that the next army recruitment is likely to be held in February 2018 at Likabali.

He further informed that anyone interested to know about the schedule of recruitment rallies and other upcoming events can visit the website www.joinindianarmy.nic.in for details.

Try some other method

In yet another deadly attack by Maoists in Chhattisgarh, today, twenty five CRPF Jawans were martyred in Sukma district. 6 seriously injured Jawans have been airlifted for further treatment while some report claimed that few jawans are still missing. For the last many years two districts of Chhattisgarh namely Sukma and Dantewada have witnessed maximum attacks on security forces by Naxalites. With each passing year the attack is getting more audacious and inflicting heavy casualties on security forces. As usual after every such attack politician condoles the incident and promises to take strong action. But after sometime everything is forgotten and things come to square one.

Government has tried to rein in Maoist insurgency by deploying more number of troops in the Naxalite inflicted region like Chhattisgarh, Odisha. But such move has backfired as allegation of human right violation regularly crops up due to presence of large number of security forces. It only helps Maoist to recruit more number of people and turn them against security forces. Therefore union government should try some other method to resolve Naxalite problem. Government will have to start dialogue process with Maoist in order to bring them into mainstream. Before more lives are lost, they should initiate the peace process. Dialogue is the only means to resolve this long pending issue.

One nation, one education

Dear Editor,

It is pertinent to understand roughly what is education? The wealth of knowledge acquired by an individual after studying particular subject matters or experiencing value based life lessons that provide an understanding of something is called education. Now the whole definition has been changed. Education in nowadays is to strive for getting good marks for acquiring the degree. What is the use of that degree except to hang on the wall for the rest of one’s life? In our educational system, education is only to get good scores. Scoring good marks is not the ultimate goal of a student’s life. Examinations should produce human beings of high morale and dignity and not being slaves of scores. I am not blaming students, but to the education system. There are many teachers who provide selective materials like important and very important questions for the exam point of view and a student has been judged on the basis of his score, not knowledge. Let me put an example about what we perceive as a guardian or a teacher-if a student gets 90% by mugging up syllable to syllable, he is considered to be the best and congrats by everyone, whereas, one who gets 70% by writing on his own words having understood the whole syllabus congrats by nobody.  We hardly value a student who applies his creativity and writes in an un-conventional way.  Even teachers and parents put pressure on students to get maximum marks. It’s pathetic!

Indian education system needs serious reforms as it mainly focuses on the theoretical knowledge imparted to the students and has less to do with the practical knowledge. As long as there are multiple boards, there is bound to be a variation and problems will certainly occur while facing modern style of entrance exam. Let me give an example:- The student of CBSE Board is more familiar to the type of exam pattern compared to a student who has studied in any other state Boards to face IIT entrance or any such all India level entrance exam. It is really quite hard for those students who has studied long and primitive pattern of questions throughout.  They are not acquainted with MCQ solving intricate skills like any other CBSE or Navodaya students who face in ease.

Value-based Uniform Education with common syllabus is essential for eradication of Crime, Corruption, Terrorism, Casteism, Communalism, and Extremism. Article 21A of Indian Constitution- Right to education envisages not only free and compulsory but also Uniform Education having common curriculum to all children of the age of six to fourteen years. I would like to invite the attention of the present Modi Govt. to extend it up to 10+2 standard i.e. from six to eighteen years and it is imperative to implement the same as early as possible, if feasibility persists. This “One Nation One Education” system would reduce inequality and help in abridging many gaps, present in existing education system in India. This unique system has already been implemented successfully in some of the developed and developing countries like Australia, Germany, Britain, Finland, Denmark etc. These countries encourage students for exploring their innovative and creative ideas. Whereas, in our country we have innovative and creative ideas but we don't have proper infrastructure to implement them.  

The current education system we are following is basically the old British system which replaced the Gurukula system followed for thousands of years in India. Even the education system in UK has been changed and improved but in India we are still following this old British system. India needs to develop its own education system which needs to include the best ideas from the Gurukula system, as well as other modern education systems around the world. Theory originates from practical. If there is practical knowledge then theory automatically comes in mind.

I would like to suggest some of my observations in connection with “One Nation-One education” theory, such as:-

(1). Importance should be given more to the Practical curriculum up to 10+2. Subject wise percentage of the marks should be divided in to 60-40 i.e. 60% for practical and 40% for theory. (2).Most of the syllabus of our subjects without new technology, so, the syllabus should be updated periodically to have balance with the pace of rest of the world. (3).Minimize the rooms for theory classes and maximize practical classes for different subjects and keep skilled guides accordingly. (4). Evaluate the performance of the students on a daily/weekly basis keeping in view of the practical activities, behavior, attitude, personal skills and such other parameters. Process, Performance and product-based assessments are only considered authentic to assess a student.  (5). Introducing more career oriented options to select as per the interest of the student like fashion designing, Acting, Drawing, Playing various musical instruments. Singing, dancing, etc., so as to give them proper shape with practical knowhow as per the interest of the student.

(6). I suggest to freeze all other boards and to make “One Nation One Central Board” system. There should be one nation one board which will ease the problem of admission for a student who has to move from one place to another.

I feel Uniform Education is not only necessary for socio-economic equality but also essential for assuring of individual dignity, unity and integrity of the nation as a whole. This kind of education will definitely help them to pursue their higher studies and which could be a path finder to earn their bread & butter in future.

Exploitative enslavement

Dear Editor,

Apropos your editorial, "Govt yet to learn any lesson" (April 24), landslide killed 16 construction workers at Tawang last year, and it took the lives of another 3 at Palin Town last week. Why should not sufficient preventive measures be taken when landslide is a common phenomenon? Are the lives of our construction workers cheaper than the VIPs? It is horrifying to see construction workers are doing life-threatening jobs without having minimum safety protection and insurance coverage. This is nothing short of exploitative enslavement. When will they be allowed to enjoy the 'Fundamental Right against Exploitation' as enshrined in Article 23 of the Constitution of India?

Let’s be responsible drivers

Dear Editor,

I would like to put my views, through this daily, over the recent hit and run case in Itanagar.

Firstly, I express my solidarity with the family members of the deceased at this hour of grief and pray for the eternal peace of the departed soul.

It saddened me when heard about the incident. I was going through the social media, and found people mostly male, who were present at the time of incident, were busy shooting video rather than helping one lady who is seen trying to call a police or may be relatives. They were seen advising to do this and that in such a critical situation rather than involving directly, which is disgraceful, I believe. On the other hand, people are now advising dos and don'ts to the Govt. in social media and news daily which is indeed a good suggestions.Govt./administration should take it seriously. But, what about ourselves, who rides/drives recklessly without following the traffic norms? What I found in capital is reckless driving, haphazard parking, unnecessary overtaking, over speed which, I believe, is the failure in our side in being a socially responsible citizen.

I agree with the masses that the less number of traffic police, improper execution of traffic norms are the cause of such incidents in the capital area but my question here is, why not we create such environment where traffic norms are followed properly, after all it is us who breaks these norms.

At the same time, I want to know from legislators whether they advise their drivers to drive rush or these drivers don’t listen to the MLAs.

Let's begin from our self, let's follow the rules even if execution is poor, and let’s be a responsible citizen.

I extend my condolence to the family of deceased, once again.

Help the accident victims, social media can wait

Dear Editor,

At a time when a helpless girl was crying for help at the nick of time at Niti Vihar Accident Spot, Itanagar; capturing of videos, taking photos by nearby people and more shamefully the out fluxing of SUVs, motor Cars from the spot turning a blind eye and not having a single thought to help the girl, simply implicates the denizen of Capital-Complex. Such an acts also shake the basic foundation of our tribal society. It is because, unfolding into the past; our tribal society was filled with helpfulness, selflessness, empathetic, bonhomie and harmonious atmosphere. Now, the question is, “Is our traditional society obsolete in today’s modern age?” The answer is no. We still have our proud tribal society in village level and then in the city level, we have metropolitan society wherein the prime ingredient of both societies is humanity. So, one is bounded by society at any level and then humanity. It is, therefore, imperative to show one’s humanity in such accident case in such a precious time in order to save live of victim. At the same time, it is important to throw away one’s orthodox, intuitive feeling of embracing bad luck on oneself while helping the victim. In other sense, let me assure you that there is no such thing scientifically and even if it is psychologically then such feeling will be out weighted by blessing from victim, victim’s family and friends.

On the other hand, through this column of your esteem daily, I would like to request the netizens of Capital-Complex to be professional while reporting or uploading such a video because direct uploading of video without blurring the image of victim causes outrage and mere uploading videos devoid of address details which creates chaos and confusion. The Good Samaritan should first handle the situation then upload such cases professionally in Social Media like Facebook, Whatsapp etc.  Lastly, please don’t be lightening quick to upload incomplete videos or message because there is no gold medal for it.
