Mass protest against China’s claim

ITANAGAR, Apr 24: The All Arunachal Pradesh Students' Union (AAPSU) staged a protest rally on Monday morning to send out a clear cut message to China that Arunachal is, was and will always remain an integral part of India.
Heavy downpour could not dissuade hundreds of students and youths who took to the streets early morning to participate in the protest rally that was organized against the Chinese government's move to "standardise" official names of six places in Arunachal.
Students and protesters shouting slogans of "khoon bhi denge jaan bhi denge, desh ki mitti kabhi nahi denge" (We will give our blood and life as well but in no way give away our land), "Bharat Mata ki jai" and carrying placards and banners walked all the way from Aakashdeep to Indira Gandhi Park, where the rally culminated.
The protesters also burnt the effigy of Chinese President Xi Jinping to mark the protest.
Addressing reporters, AAPSU President Hawa Bagang condemned Beijing's move to rename six places in the state, and said that China is unnecessarily interfering in the internal affairs of a sovereign state like India.
"We are not Chinese, nor were we one ever. Arunachalees are patriotic people and hardcore Indians. We speak Hindi here not Chinese," said Bagang further calling upon the Central government to act tough on the issue.
"The Center should take this claim made by China seriously and come out with an early solution. At the same time, even the state government should be vocal on this subject," he added.

AAPSU, the apex student's organisation of the state was also of the opinion that both the state and central governments should work together to solve the stapled visa issue which has been a long felt demand of the Union and citizens of Arunachal.
China had on April 19 last announced that it has "standardised" official names for six places in Arunachal Pradesh and termed the provocative move a "legitimate action". This happened a few days after Beijing lodged strong protests with India over the Dalai Lama's visit to the frontier state.
Construction of SLHP will be on track: Assam, Arunachal assure centre
NEW DELHI, Apr 24: The chief ministers of both Assam and Arunachal Pradesh have assured Union Power Minister, Piyush Goyal to put the construction of 2000 MW Subansiri Lower Hydroelectric Project (SLHP) back on track without any further delay.
The assurance was given to the Union Minister by the chief ministers of both the states in a meeting convened on Monday to review issues relating to Power and Hydro Power Development of Arunachal Pradesh, according to a release of the Arunachal Pradesh CMO.
Reiterating his stand over Lower Subansiri Project, Arunachal Pradesh Chief Minister Pema Khandu said that the project remained stuck for a long time. The people of Arunachal Pradesh have great expectations from this project, which will be the first step in realizing the hydro dream of the state, Pema said.

The Chief Minister also raised the issue of providing local employment to the youth of Arunachal Pradesh in Hydro Power Project being implemented by the NEEPCO, to which the Union Minister directed CMD NEEPCO to visit the state and discuss with the Chief Minister the demands of local youth for employment.
The Chief Minister further raised the issue of establishing a Centre of Hydro Power Excellence to build local engineering capabilities for project preparation.
According to the release, the Union Minister agreed to support this project and house it in NERIST. The Union Minister also impressed upon the need for 100 percent consumer metering to cut down losses and even offered to finance this initiative completely.
Informing that Kameng (600 MW) and Pare (110 MW) hydropower projects are scheduled to be commissioned this year, Pema requested Goyal to firmly advise the NEEPCO to complete these two projects this year itself, without any further delay.
Apparently, Kameng has been projected for January 2018 completion and Pare by December 2017.
"NEEPCO authorities are indicating slippage of timeline again by a few months", Pema said while urging the Union Minister to issue a firm direction to the PSU to respect the deadline and time frame.
Requesting the ministry to expedite the proposal of Rs 83.32 crores, which has been submitted for gap funding of incomplete projects under PM packaged in border villages totalling to nearly 30 MW capacity and for financial support of Rs 580.89 crores submitted to MNRE for 64 micro, mini and small hydro projects with a capacity of 27.7 MW, Pema justified that these proposals are meant for border village illumination and therefore need to be accorded positive priority.

Capital prepares for monsoon, bans earth cutting

He directed all the administrative officers of Itanagar, Naharlagun and Banderdewa to strictly act against illegal earth cutters and also to create awareness among the residents dwelling near low lying areas, rivers, rivulets, streams and gorges during the monsoon season.
Further, all the departments have been directed to gear up for the monsoon and be prepared for any eventuality.

Governor, CM convey Moh Mol and Gumkum Gumpa greetings

Arunachal achieves 87.12% sanitation: CE
ITANAGAR, Apr 24: Making a presentation during a departmental review meeting of Swachh Bharat Mission (SBM) on Monday, Chief Engineer (Sanitation), Toko Jyoti said that Arunachal has achieved 87.12 percent sanitation coverage; standing 7th in position at the national level.
As per Base Line Survey, Arunachal has total target of 1,75,924 Individual Household Latrines (IHHL), out of which 1,53,266 IHHLs have been achieved till March 31, 2017. The task is highly challenging, particularly because of the existence of defunct and unsanitary toilets and emergence of new households in all the districts beyond the provisions of the Project Implementation Plan (PIP) conceived on the basis of Base Line Survey, conducted during the year 2012.
Attending the meeting, PHE&WS Minister Bamang Felix urged the department officials to build up the interest of the public to build toilets by themselves even after completion of the mission. Felix announced to initiate "Swachh Jan Andolan" in Arunachal to recognize and award those individuals, NGOs or organizations that are dedicated towards achieving Open Defecation Free (ODF) status.
He also announced to give suitable awards to such individuals and organizations.
In case of geo tagging/ photograph uploading of IHHLs, Arunachal ranks 6th with 52.57 percent in comparison to national average of 33 percent. Since 2nd Oct, 2014, total of 72,179 toilets have been constructed, out of which 37,943 have been geo tagged and photographs have been uploaded. Towards achieving Open Defecation Free, it was shown that 1,818 villages, 490 Gram Panchayats and 5 blocks have declared themselves as ODF, informed the PHE&WS Department.
Chief Engineer Jyoti also informed that the Ministry has decided to introduce Direct Benefit Transfer (DBT), that is, to make payment directly online to the beneficiaries' bank accounts. This is to bring accountability and transparency and to make cashless transaction.
He also urged the PHE&WS officials to evolve a road map and strategies to achieve ODF by 2018; one year ahead of the target year, which is 2nd October, 2019.
Each division highlighted their achievements and issues related to implementation of SBM (G) programme through power point presentations.
Further, the department also welcomed newly appointed Zilla Swachh Bharat Preraks by the Ministry of Drinking and Water Sanitation, GoI for West Siang, Kurung Kumey, Papum Pare and Anjaw districts. Zilla Preraks addressed the officials and gave power point presentations on sustainability of IHHL and provided feedback on state's present scenario. Chief Engineer (E/Z) Tomo Basar also gave suggestions and feedback.
PHE Commissioner, H K Shalla expressed his satisfaction over the improvement of the performance of the department and suggested sorting out all the issues of IMIS and DBT. Tagong Ketan, CE (D&P), along with SEs, EEs, AEs, JEs and consultants of various divisions attended the meeting.
National Panchayat Day of India observed across state
ITANAGAR, Apr 24: The National Panchayat Day of India was observed at various districts of the state. The Day is observed on April 24 annually to commemorate the powers and functions bestowed to the Panchayats through the 73rd amendment of the Constitution of India.
At Itanagar, Rural Development and Panchayati Raj Minister Alo Libang called upon the Panchayat leaders and members to acquaint themselves with their roles and responsibilities to strengthen the Panchayati Raj Institutions (PRIs).
Libang called for a strong and vibrant Panchayati Raj system in the state, for which, he assured his all support. He also shared his experience as a Panchayat leader and the steps he had taken for ensuring a stronger PR system in the state.
The minister assured Panchayat leaders that necessary consultations will be made on different issues to strengthen PR bodies. He also felt the need of recognizing the best performing Panchayats in the state and assured to take up the matter for instituting State Level Awards in line with National Panchayat Awards. BRO mends 51 year old Bailey bridge over Sippi River
DAPORIJO, Apr 24: An old existing Bailey bridge at Sippi River, on the Daporijo-
The important bridge was originally constructed in 1966 and had undergone several repair works to be able to sustain the present load of traffic operating through it.
The condition of the bridge had deteriorated and had become more or less unusable

The BRTF commenced the rehabilitation of the 190 feet bridge in the first week of April which has now been opened to the local traffic on April 24.
During the execution of the rehabilitation work, it was found that the deterioration of the subject bridge was much more than anticipated and this posed a real challenge for 77 RCC/ 23 BRTF, which was overcome mainly due to the undeterred spirit of the GREF personnel deployed for the task. Undeterred by the vagaries of weather, difficult terrain, very low availability of, skilled labour for the execution, personnel of 77 RCC with local construction workers from nearby villages took up this challenge. The bridge had to be rehabilitated using certain innovative methods due to the peculiarities of the site, said a statement.

ITANAGAR, Apr 24: The Capital Complex Commercial Building Owners Welfare Association (CCCBOWA) has in a meeting held on Sunday last, strongly objected to the recent press statement made by the Itanagar Municipal Council Councilor and district administration claiming that the people of Itanagar Capital Complex and project affected people of proposed four lanning of NH415 from Banderdewa to Chandranagar had agreed to the commissioning of the project.
Terming the IMC councilor and administration's claims as misleading, the Association said that the statement was released without the knowledge and consent of the actual land affected people.
It further appealed to the state government to provide adequate compensation to the project affected people in accordance with the provision of the Right to Fair Compensation and Transparency in Land Acquisition Rehabilitation and Resettlement Act, 2013.
While expressing resentment over the GoAP's alleged lackadaisical attitude against the demand for compensation, the Association decided that all shops and business establishments with exception of pharmacies of Itanagar and Banderdewa will down their shutters for 12 hours as a protest on April 27 next.

‘Govt taking steps to develop MSMEs’

RUKSIN, Apr 24: State Commissioner of Industries, Textile and Handicraft, Tahang Taggu said that the state government has taken steps for development of Micro, Small and Medium Enterprises (MSME) even as it has taken up schemes for promotion of handloom and handicraft activities.
While opening a month-
Taggu encouraged the participants to take up entrepreneurial activities to enhance rural economy.
"The government is all set to grant fund and other feedback to promote handloom and handicraft activities", he said.
Speaking on the weaving sector, the Commissioner said that the government was also planning to upgrade handloom weaving to power loom. He informed that out of 88 weaving units set up in the state, hardly 30 to 35 units are functioning, while the rest are lying defunct due to fund crunch.
"About Rs 4 crore has been sanctioned this year, which is annexed with another Rs 5 crore funds allocated under the Chief Minister's Textile Promotion Scheme for next financial year. The fund will be distributed in 20 districts as per demand", Taggu informed.
In all, 40 rural artisans and woman SHG members attended the training launch programme, which was followed by a technical session.
Resource persons, including IIE Coordinator Bitul Bora, Professor Nihar Jyoti Lahon and Professor Kabita Kaman, who are conducting the training hosted by M G Skill Development & Community Training Centre at Oyan, led by Marshal Jerang.
The training programme is organized by the Indian Institute of Entrepreneurship, Guwahati, in association with Silapathar Science College (Assam) and sponsored by the National Science Technology and Entrepreneurship Development Board.

Try some other method
In yet another deadly attack by Maoists in Chhattisgarh, today, twenty five CRPF Jawans were martyred in Sukma district. 6 seriously injured Jawans have been airlifted for further treatment while some report claimed that few jawans are still missing. For the last many years two districts of Chhattisgarh namely Sukma and Dantewada have witnessed maximum attacks on security forces by Naxalites. With each passing year the attack is getting more audacious and inflicting heavy casualties on security forces. As usual after every such attack politician condoles the incident and promises to take strong action. But after sometime everything is forgotten and things come to square one.
Government has tried to rein in Maoist insurgency by deploying more number of troops in the Naxalite inflicted region like Chhattisgarh, Odisha. But such move has backfired as allegation of human right violation regularly crops up due to presence of large number of security forces. It only helps Maoist to recruit more number of people and turn them against security forces. Therefore union government should try some other method to resolve Naxalite problem. Government will have to start dialogue process with Maoist in order to bring them into mainstream. Before more lives are lost, they should initiate the peace process. Dialogue is the only means to resolve this long pending issue.

One nation, one education
Dear Editor,
It is pertinent to understand roughly what is education? The wealth of knowledge
acquired by an individual after studying particular subject matters or experiencing
value based life lessons that provide an understanding of something is called education.
Now the whole definition has been changed. Education in nowadays is to strive for
getting good marks for acquiring the degree. What is the use of that degree except
to hang on the wall for the rest of one’s life? In our educational system, education
is only to get good scores. Scoring good marks is not the ultimate goal of a student’s
life. Examinations should produce human beings of high morale and dignity and not
being slaves of scores. I am not blaming students, but to the education system. There
are many teachers who provide selective materials like important and very important
questions for the exam point of view and a student has been judged on the basis of
his score, not knowledge. Let me put an example about what we perceive as a guardian
or a teacher-
Indian education system needs serious reforms as it mainly focuses on the theoretical
knowledge imparted to the students and has less to do with the practical knowledge.
As long as there are multiple boards, there is bound to be a variation and problems
will certainly occur while facing modern style of entrance exam. Let me give an example:-
Value-
The current education system we are following is basically the old British system which replaced the Gurukula system followed for thousands of years in India. Even the education system in UK has been changed and improved but in India we are still following this old British system. India needs to develop its own education system which needs to include the best ideas from the Gurukula system, as well as other modern education systems around the world. Theory originates from practical. If there is practical knowledge then theory automatically comes in mind.
I would like to suggest some of my observations in connection with “One Nation-
(1). Importance should be given more to the Practical curriculum up to 10+2. Subject
wise percentage of the marks should be divided in to 60-
(6). I suggest to freeze all other boards and to make “One Nation One Central Board” system. There should be one nation one board which will ease the problem of admission for a student who has to move from one place to another.

Let’s be responsible drivers
Dear Editor,
I would like to put my views, through this daily, over the recent hit and run case in Itanagar.
Firstly, I express my solidarity with the family members of the deceased at this hour of grief and pray for the eternal peace of the departed soul.
It saddened me when heard about the incident. I was going through the social media, and found people mostly male, who were present at the time of incident, were busy shooting video rather than helping one lady who is seen trying to call a police or may be relatives. They were seen advising to do this and that in such a critical situation rather than involving directly, which is disgraceful, I believe. On the other hand, people are now advising dos and don'ts to the Govt. in social media and news daily which is indeed a good suggestions.Govt./administration should take it seriously. But, what about ourselves, who rides/drives recklessly without following the traffic norms? What I found in capital is reckless driving, haphazard parking, unnecessary overtaking, over speed which, I believe, is the failure in our side in being a socially responsible citizen.
I agree with the masses that the less number of traffic police, improper execution of traffic norms are the cause of such incidents in the capital area but my question here is, why not we create such environment where traffic norms are followed properly, after all it is us who breaks these norms.
At the same time, I want to know from legislators whether they advise their drivers to drive rush or these drivers don’t listen to the MLAs.
Let's begin from our self, let's follow the rules even if execution is poor, and let’s be a responsible citizen.
I extend my condolence to the family of deceased, once again.
